I don't think it was all in the soup pot? My suspicion is that he saw the toilet was going to overflow and used the cup to scoop water into the soup pot so that wouldn't happen. Maybe. And then dumped the water in the shower?
As for why he had enough to clog the toilet, it's because he spits into cups/water bottles/etc. and leaves them all over the house (including shoved into the couch cushions) and dumps the ones in his room all at once. I'm amazed that he thought this plan of leaving a note rather than telling anybody would lead to him not getting in trouble xD DID HE PLAN TO STAY AT CAPE COD FOREVER.
